and implemented by the Canadian Urban Institute (CUI)
General Information
The goal of the Project is to create a democratic participatory process, through which Ukrainians can contribute to sustainable regional development.

The objective of the Project is to assist the Government of Ukraine to develop, pilot, and up-scale a model integrated regional development process at the oblast level that utilizes the capacities of a mobilized civil society to both formulate and implement regional-level development strategies.

At the national level, the RGD Project aims to:

• Enhance dialogue between central and sub-national executive bodies as well as local self-government (elected) bodies on regional policy development and implementation;
• Improve mechanisms of regional planning;
• Provide consultations on elaborating state regional policy and its legislative basis; and
• Organize workshops, trainings, roundtable discussions, study tours to Canada and EU countries to exchange theoretical and practical experience in regional governance, planning, and development.

At the regional level, the RGD Project aims to:
• Enhance the capacity of sub-national executive bodies, local self-government bodies, and civil society organizations involved in regional development to participate in the development and implementation of state regional policy;
• Prepare a general strategic plan as well as sectoral action plans for the social and economic development of pilot oblasts;
• Assist in the development and implementation of specific task programs for pilot oblasts; and
• Assist in the development and implementation of programs that involve local civil society organizations in the development and practical implementation of regional development policies.

The expected outputs of the Project are:
1)Enhanced national-regional dialogue and cooperation in regional policy development and implementation;
2)Enhanced institutional structures and capacities to pursue democratic and sustainable regional development;
3)More equitable and transparent processes designed for the utilization of financial resources for targeted functions within pilot oblasts;
4)Improved mechanisms for civil society involvement in regional affairs and development;
5)Greater stakeholder awareness and understanding of gender issues and of roles, responsibilities and relationships related to regional development;
6)Enhanced public sector-civil society partnership for planning;
7)Heightened public awareness of gender issues and oblast development issues, processes and prospects;
8)Shared stakeholder vision of regional development; and
9)Integrated regional development strategies and action plans formulated and implementation commenced through broad-based stakeholder participation.

The expected outcomes of the Project are:
1)Regional government competently, transparently and accountably supporting equitable distribution of services;
2)Local communities promoting democratic principles within regional government; and
3)Strengthened gender sensitive civil society and empowered local communities as active players in regional affairs.

The expected impact of the Project is improved political freedoms of Ukrainian local communities to access, participate and contribute towards Ukraine’s sustainable regional development.
