Component 100: National-Level Policy and Regional Dialogue Development
The objective of this component is to support the development and implementation of regional governance and development policy by advising representatives in the Ministry of Economy on the practical implications of regional governance and development options. This component will also assist in promoting awareness of the reform agenda amongst Project stakeholders. Further, the forums will serve to facilitate inter-regional and national-regional cooperation. The forums will assist in narrowing communication gaps and thus contribute to a meaningful decrease in over-centralized patterns of regional governance.
101 – Provide policy analysis and advice: The objective of this component is to support the development and implementation of regional governance and development policy by advising representatives in the Ministry of Economy on the practical implications of regional governance and development options. On an annual basis, the Department of Regional Policy of the Ministry of Economy is required to undertake an analysis of the progress made towards the implementation of the “State Strategy for Regional Development.” At the same time, the department is required to prepare an annual implementation plan, which will establish government priorities for the coming year. Canadian and CEE policy experts will provide advice and technical expertise that can assist the Ministry with its review and implementation of the state strategy and with other Project-related Ministerial needs, which will be identified through an on-going assessment process. This would include consultation on public policy documents and the preparation of targeted case study material. Within this, the experiences of Canadian and several CEE countries will be analyzed and related to options for Ukraine.
102 – Hold forums on regional governance and development: The objective of this component is to establish an inter-regional forum to assist the Ministry of Economy with the promotion and implementation of the governments’ regional development strategy. The forum will establish a participatory dialogue between ministerial and regional government representatives. Forum participants will include: Ministry of Economy, Presidential Administration, Verkhovna Rada (Parliament of Ukraine), Governors of Oblast State Administrations, both regional and local self-government representatives, the CUI, ERU, Canadian and CEE experts, partner representatives such as NARDA, representatives of civil society organizations, and representatives of other donor-funded projects.
Additional forums may be established at the regional level to further assist in the promotion and implementation of the governments’ regional development strategy. These forums will contribute to establishing a participatory dialogue between government representatives of different oblasts and between regional-level representatives of ministries, Oblast State Administrations, and Oblast Councils within a specific oblast. Relevant oblast-level and national-level representatives would be invited to participate in these forums.
