«THE CURRENT PRACTICES AND PROSPECTS FOR REGIONAL DEVELOPMENT IN UKRAINE»

Successful regional development is essential to ensuring the economic, social and environmental well being of Ukraine. Varied factors – from appropriate state support and financial tools, to effective public engagement models, to dynamic strategic planning processes, and practical monitoring and evaluation systems – are essential to ensuring this success.

This Forum was convened for the express purpose of promoting national-regional dialogue on the social and economic development of Ukraine’s regions and sharing international and local best practices in regional development approaches and tools. Participants will hear about the regional experience in Ukraine, Canada, Lithuania, Hungary and Poland and will have the opportunity to discuss regional development issues with presenters and participants from these countries.

This Forum has three key objectives: a) to discuss regional development issues in Ukraine in the context of international experiences, b) to share experiences and best practices in the development, implementation and evaluation of regional development strategies and programs, and c) to produce concrete recommendations on next steps for Ukraine’s emerging regional development policy, systems, and programs.



Plenary Session
In the Forum’s opening presentations, central executive authority officials from Ukraine, Canada and Lithuania as well as representatives of the National Association of Regional Development Agencies and the National Academy of Public Administration at the President of Ukraine will share their experiences in regional development with participants. Next, participants will be invited to attend and contribute to one of the three following workshops.



Workshops


1. Strategic Planning for Regional Development: approaches, public participation, and institutions
Topics for discussion: legal aspects of improving the state forecasting system and program documents on regional development; institutional, organizational and methodological provisions for strategic planning of regional development; involving regional development institutions, civil society organizations, business representatives and other stakeholders into the development and implementation of regional development strategies; strategic planning best practices; and other issues related to the development of effective, transparent and innovative development strategies through public participation.

2. Implementation, Monitoring and Evaluation of Strategies for Regional Development
Topics for discussion: legal and institutional provisions and procedures for monitoring and evaluation of regional development strategies and programs; best practices and international experience in monitoring and evaluation of strategies and programs; role of public in evaluation of regional development strategies; and other issues related to improving monitoring and evaluation of development programs in Ukraine.

3. State Support for Regional Development
Topics for discussion: mechanisms for overcoming economically depressed areas; institutions and mechanisms for promoting regional development, including supplementary opportunities for and decisions on improving state financing at the regional level; public-private partnerships for regional development; and other issues related to the active implementation of state regional policy.

Representatives of central executive authorities, local executive authorities of the RGD Project’s pilot oblasts – Zakarpattya and Zaporizhzhia, civil society organizations, academia, international organizations, international technical assistance programs and projects, and mass media are invited to attend the Forum.
