How do we ensure successful implementation of regional plans and development programs? How do we make our regions more attractive for domestic and foreign investments? Can Public Private Partnerships be the key to the revitalization of the Ukrainian economy?
Join Ukrainian and international regional development practitioners and community leaders to explore these and other questions on regional governance and development in Ukraine in the RGD’s Third Annual Forum.
The RGD’s Forums are convened for the primary purpose of promoting the dialogue between central and regional governments, local self-governments, civil society organizations, think tanks of Ukraine and international assistance projects on regional governance and development issues and approaches.
The focus of the Third Annual Forum is on implementation of regional development programs and strategies in the context of current Ukrainian and international trends. Participants will hear about the regional development experience in Ukraine, Canada, Lithuania and Hungary, and will have the opportunity to discuss regional governance and development issues with presenters and participants from these countries.

FORUM OBJECTIVES
This Forum has three central objectives:
- to discuss Ukrainian and international practices in regional policy implementation;
- to strengthen the capacity of stakeholders to implement regional development programs and policies; and
- to share experiences from Zakarpattya and Zaporizhzhia, RGD pilot oblasts, in participatory strategic planning.

PLENARY SESSION
In the Forum’s plenary session, the central executive authority officials from Ukraine, prominent regional development practitioners from Canada and Hungary, as well as representatives of the National Association of Regional Development Agencies in Ukraine, will share recent approaches and experiences in regional governance and development.
In the afternoon, the participants will be invited to attend and contribute to one of three concurrent workshops, which will serve as venues for sharing and discussing Ukrainian and international experience on three major themes in regional governance and development.

Workshop #1 – Participatory Approach to Planning and Implementation
In this panel discussion, the representatives of the Oblast State Administrations and the RGD Project regional offices in Zakarpattya and Zaporizhzhia will share the oblasts’ experience in participatory strategic planning for regional development within the context of the RGD project. The discussion will be focused on the following key topics:
- the role of the public in changing approaches to strategic planning;
- inclusive approach to implementation of regional strategies;
- and effective partnership for sustainable regional development.

Workshop#2 – Public-Private Partnership for Regional Strategies Implementation
This workshop’s participants will hear presentations from Ukrainian experts on their experience in establishing Public Private Partnerships (PPP) for regional development and implementation of regional strategies, and will participate in discussion on the framework and the legal and institutional arrangements for establishing partnerships, challenges and opportunities for implementing PPP, the roles of the public agencies in developing PPP, and other issues related to building partnerships between the government and the private sector for implementation of development programs in Ukraine.

Workshop#3 – Developing Investment Attractiveness of the Regions
In this workshop, the participants will interact with Ukrainian and CEE representatives of government agencies and regional development organizations to discuss different approaches to supporting the implementation of regional strategies and development programs. This will include the following topics: state support and investment into regional development, local initiatives in regional development, investments into innovations, clusters of development, and technoparks and technopolis.

Representatives of central executive authorities, local executive authorities, civil society organizations, academia, international organizations, international technical assistance programs and projects, and mass media are invited to attend the Forum.
