On September 22, 2006 a workshop entitled: "Generation of a Future Vision for the Development of Zaporizhzhia Oblast" will take place in Zaporizhzhya
Within the framework of the Canada-Ukraine Partnership Project for Regional Governance and Development funded by the Canadian International Development Agency (CIDA) and implemented by the Canadian Urban Institute (CUI)together with the Zaporizhzhia Oblast State Administration and Zaporizhzhia Oblast Council will conduct a Workshop on the GENERATION OF A FUTURE VISION FOR THE DEVELOPMENT OF ZAPORIZHZHYA OBLAST Venue: Zaporizhzhia Chamber of Commerce and Industry, 4 Boulevard Tsentralny, Zaporizhzhya Time: 10.00 - 17.00 The Regional Governance and Development project is a five-year initiative implemented by the Canadian Urban Institute, which is an independent, non-profit organization committed to improving policy making and governance at the regional level. Within the framework of the Canada-Ukraine Partnership Project for Regional Governance and Development, the Canadian Urban Institute engages experts from Canada and Europe to help national and regional authorities responsible for regional policy and development improve their ability to formulate and implement regional development policy. At the regional level, the project works with two pilot oblasts, namely Zakarpattya and Zaporizhzhia, to develop and implement strategic development plans for the regions. A set of measures aimed at capacity building of local executive power bodies, local self-government bodies and civil society organizations to develop and implement integrated regional development strategies and target development programs are being carried out in the pilot oblasts. In particular, as a result of the workshops held within the RGD Project in June and July 2006, a Regional Working Group (RWG) on Strategic Planning was established, and Working Groups in oblast districts are being established. The Working Group members represent local executive government, local self-government, academia and NGOs. A number of RWG meetings have been held since June, when the group developed a Communication Strategy as the first stage of the strategic planning process, together with the Project’s Ukrainian experts, which has been implemented during the summer. This next workshop is the beginning of the second stage of the strategic planning process – visioning. It aims to generate a common future vision for the oblast’s development that is held by all stakeholders. Prior to this workshop, the Project’s Ukrainian experts are going to participate in a “training-of-trainers” with international experts on the same topic, which will prepare them to facilitate the workshop. During the Workshop, Ukrainian experts will speak about public engagement in the strategic planning process and about methods for data collection and processing to create a vision for development. They will also speak about using the oblast’s Communication Strategy to undertake this second stage. Then several focus groups will work to determine the main strategic goals for the oblast‘s development. Among the workshop participants, there will be representatives of local government, as well as oblast district governments, and members of the RWG. This workshop aims to strengthen further collaboration among all project stakeholders to develop and implement a strategic plan for the development of the oblast. Based on the results of the workshop, the second stage of the strategic planning process – creating a vision with the input of the public – will begin in Zaporizhzhia oblast.
