A unique medical institution will be established in Vynogradiv rayon
A presentation on the small-scale projects developed by the Regional Development Agency was held at the Vynogradiv Rayon Council at the end of March 2009. Duncan Leitch, Lead International Expert of the Regional Governance and Development (RGD) project; Yaroslav Boyko, RGD Regional Expert; Vasyl Cherkun, Head of the Architecture Department of Vynogradiv Rayon State Administration; Yevgen Pirus, Deputy Chief Doctor of the rayon hospital; Eva Rise, Deputy Head of Vinogradiv Rayon State Administration; and Julia Peleshkey, Head of the Farmers Association all took part in the presentation.

Raisa Nod, Manager of the Executive Department of Rayon Council, informed participants that in order to attract investors for development in the area, it was of utmost necessity to first develop actual projects. This is how the cooperation between “Vynogradiv Local Development Agency and RGD project began. Both partners understand the importance of focusing on creative initiatives for development within the context of Ukraine’s current economic crisis.

Among the projects presented at this event was the project to establish a hospice-type institution. This institution will provide palliative care and psychological support for people with serious illnesses and members of their families. Being the first institution of its kind in the rayon, the Vynogradiv City Council has been cooperative in allocating the premises and developing the required documentation for reconstruction of the hospice building.

Igor Borysenko, representative of the hospice project, informed participants that during the construction of the hospice, beds for seriously ill people will be made available in the rayon hospital; four have already been established. Also, staff for the hospice is being trained and will have an opportunity to gain working experience in Lutsk hospice, with which the project has good cooperative relations. Commenting on the necessity of the hospice, Joseph Borto, Deputy Head of Vynogradiv Rayon Council, mentioned that the idea had been discussed for a long time. He was encouraged to see concrete steps being taken toward the hospice’s establishment. Duncan Leitch expressed that the RGD project is ready to provide technical assistance and support for project fundraising initiatives.

While much has already been accomplished, the challenges and obstacles yet to be overcome before the hospice will be available to provide care are numerous: equipment and appropriate hospice facilities need to be established, and diligent and caring staff needs to be selected.
