Small projects developed in Vynogradiv rayon of Zakarpattya were presented at the press-conference held in Uzhgorod
On January 29, 2009 press-conference aimed at presenting small-scale projects developed in Vynogradiv rayon of Zakarpattya was held in Uzhgorod. Project teams provided mass media with information on the progress of initiation, development and implementation of small projects within the framework of Zakarpattya Regional Development Strategy implementation.

In order to facilitate implementation of priority operational tasks within Zakarpattya Regional Development Strategy until 2015 Regional Governance and development Project (RGD project)* in association with Zakarpattya Oblast State Administration started Project Management Training (PMT) program designed for mid-level public officials in October 2008. According to Maria Popadynets, RGD Regional Project Manager in Zakarpattya oblast, 27 small projects from various rayons of Zakarpattya were selected to participate in the PMT. Project teams from Vyngradiv rayon as well as from other rayons revise and improve their respective projects within the framework of this training program.

Vladimir Shevchuk, Director, “Agency of Local Development of Vinogradiv Rayon” Public Utility Company, in his speech focused on projects selected by the state authorities and communities. He paid special attention to the project on establishing of alternative transport corridor, which would pass through Ukraine, Montenegro and Serbia. According to V. Shevchuk, transport infrastructure in the area hasn’t been explored and railway and road networks are exploited only by 15% in comparison with 1990. Over 35 representatives of business and government organizations from Western and Central Europe expressed their interest in establishing transport corridor through Vynogradiv rayon. Russian businessmen are ready to invest in the transport corridor.

Igor Borysenko, Head of Health Department, Rayon State Administration, shared the idea of opening a hospice-type institution in Vinogradiv rayon where seriously ill people and their relatives could get medical, social and psychological assistance. Similar institutions operate in Ivano-Frankivsk, Lutsk, but in Zakarpattya there are no hospice institutions except the department for palliative care in Mukachevo central rayon hospital. This initiative of Vinogradiv Rayon State Administration was supported by the Institute of Palliative and Hospice Medicine of the Ministry of Health of Ukraine (Kyiv) and by Ukrainian Association of Palliative Care. Working meetings with representatives of these institutions were held on December 11-12, 2008 in Kiev with financial support of RGD project. Palliative care requires considerable moral and psychological efforts. That’s why labor turnover in such institutions reaches up to 70%. It was suggested to solve staff turnover problem by introducing personnel re-qualification at the Institute, as well as enlisting nuns to work in the hospice. «Hospice will have up to 25-30 beds. Such institution will help seriously ill people to spent the rest of their life decently as well as help their relatives to get through it», - said Igor Borysenko.
