Training Program on Project Management Helps to Implement Zaporizhzhia Regional Development Strategy
The project Establishment of a Decentralized Environmental Protection Monitoring Network in Zaporizhzhia Oblast on the Basis of a Geographical Informational Analytical Monitoring Centre is being developed in the framework of the Strategy Implementation and Project Management Training Program that is provided by the Canada-Ukraine Partnership Project for Regional Governance and Development (RGD). The purpose of this project is to support the implementation of operational goals and actions that would enhance environmental safety as defined in Zaporizhzhia Regional Development Strategy. The project concept was presented at a roundtable meeting held in Zaporizhzhia Oblast State Administration on March 18, 2009.

Opening the meeting, Oleksandr Sin, Deputy Head of Zaporizhzhia Oblast State Administration, acknowledged that the training program on project management, organized with the support from the RGD Project, is considered a successful example of applied practical knowledge and skills. Iryna Lekh, RGD Regional Project Manager in Zaporizhzhia oblast, noted that there are several new projects that will be presented to the public, and that each of them represents a concrete step towards the implementation of Zaporizhzhia Regional Development Strategy.

Fedir Lykhasenko, Head of the State Department on Environment in Zaporizhzhia oblast, stressed that the presented system is unique for Ukraine. It presents an important step towards the implementation of the Orkhusk Convention “On Access to Information, Public Participation in Decision-Making Process, and Access to Justice in Environmental Issues.”

Ihor Bohdanovskyi, Chief Specialist of the Sector on State Monitoring of Environment, Radiation Safety and Public Relations, State Department on Environment in Zaporizhzhia oblast, presented the detailed concept of the project. The regional information system of exchange and storage of environmental information will be formed on the basis of observation data collected by monitoring specialists. The main idea of this project is to establish a single geographical informational analytical monitoring centre which will integrate all existing environmental monitoring systems in Zaporizhhzia. The centre will provide the oblast community with an opportunity to obtain environmental information in a more transparent and efficient manner. It will use GIS systems to connect maps of various types, to make calculations in different coordinate systems and link cartographic materials with dynamic information, to reflect information about the objects that are being monitored on maps of Zaporizhzhia oblast, to draft reports, and to make forecasts if necessary. This should improve the availability of supporting data to strengthen the rationale for implementation of environmental protection activities in the oblast, and will assist with government decision making in this area. The centre will also facilitate community access to environmental information, and will enable the community to make input toward enhancing the oblast environment through the development of joint activities aimed at overcoming environmental challenges.

Following the presentation, the participants of the roundtable shared their ideas and expressed their support for the implementation of this project.
