 Fourth Annual Forum: "REGIONAL COMPETITIVENESS - BUILDING STRATEGIES IN THE AGE OF GLOBALIZATION: UKRAINIAN AND INTERNATIONAL EXPERIENCE" – Kyiv, November 12, 2008
On November 12, 2008 the Canada - Ukraine Regional Governance and Development Project, (RGD Project) implemented by the Canadian Urban Institute and funded by the Canadian International Development Agency (CIDA), held Fourth Annual Forum: "REGIONAL COMPETITIVENESS - BUILDING STRATEGIES IN THE AGE OF GLOBALIZATION: UKRAINIAN AND INTERNATIONAL EXPERIENCE". The Forum was convened for the purpose of promoting the dialogue between central and regional governments, local self-governments, civil society organizations, think tanks of Ukraine and international assistance projects on regional governance and development. Participants of the Forum had the opportunity to discuss Ukrainian and international best practices in regional policy implementation.105 participants, including representatives of central and local executive authorities, local self-government bodies, regional development agencies, civil society organizations, international organizations, international technical assistance programs and projects, academia from Kyiv and 20 regions of Ukraine, as well as experts from Canada and Poland attended the Forum. The format of the Forum included a plenary session and two consecutive workshops. Sergiy Romaniuk, Deputy Minister of Economy of Ukraine, opened the Forum and chaired the plenary session. Introductory remarks were provided by Anatoliy Matviyenko, the People’s Deputy of Ukraine and Sherry Greaves, the First Secretary (Development) of the Canadian Embassy in Ukraine. The following presentations and speeches were delivered during the plenary session: Glen Murray, CEO and President of the Canadian Urban Institute, presented competitiveness strategies of cities and regions; Grzegorz Gorzelak, Professor of Warsaw University, delivered presentation “Support of Territorial Competitiveness: EU experience”; Yevgen Fyshko, Director of Regional Policy Department, told about activities of the Ministry of Regional Development and Construction of Ukraine aimed to build competitiveness of Ukrainian regions; Valeriy Vorotin, Deputy Director of National Institute for Strategic Studies, has delivered the report “Competitiveness as an Object of State Regulation”; Olexandr Sin, Deputy Head of Zaporizhzhya Oblast State Administration, delivered presentation “Strategic Planning as a Tool to Enhance Competitiveness of Zaporizhzhya Oblast”. Volodymyr Nudelman, Professor of Kyiv National University of Construction and Architecture, informed participants about the ways of raising competitiveness of Ukrainian cities. In the afternoon, two consecutive sessions on major themes in regional development took place. In particular the following issues were discussed during the first session “Exploring the Potential for Regional Competitiveness in the Age of Globalization”: regional innovation development venture funds; public-private partnership as an instrument of building territorial competitiveness; regional competitiveness and euro-integrational processes in the context of globalization; eastward investment trends etc. The panel speakers at this session were Rostyslav Lukach, Director of Department for Institutional Development of the Capital Market and Corporate Governance of the State Agency for Investments and Innovations; Myroslava Lendel, Associate Professor of Uzhgorod National University, Olexandr Kilievych, Associate Professor, Economic Policy Department of the National Academy of Public Administration at the President of Ukraine, and Vasyl Papp, Deputy Head, Main Economic Department of Zakarpattya Oblast State Administration. Olena Nyzhnyk, Director of Department for Regional Development, Ministry of Economy of Ukraine chaired the workshop. Svitlana Slava, Associate Professor of Uzhgorod National University, RGD Project Expert, chaired the second session: “Regional Competitiveness: Policy, Institutions and Practical Tools”. Session participants had the possibility to discuss issues of economy clusterization in Ukraine and abroad, international expertise in instruments and policy development promoting regional competitiveness as well as mechanisms of attracting investments for regional infrastructure development. The succes of the Forum allowed the RGD Project to gather a wide range of ideas and proposals in the area of regional governance and development from its key stakeholders, which will be instrumental in implementing the next phase of the project in accordance to Ukraine needs in this field.
