Experience of Participatory Strategic Planning in Zaporizhzhia Oblast, Ukraine (2008)

This publication is an attempt to review the experience of Zaporizhzhia oblast in developing and implementing its Regional Strategy. A practical model of a regional strategic planning process is presented based on this experience. The publication is structured around the different stages of the strategic planning process that was undertaken in Zaporizhzhia. The first part of the publication introduces the reader to the actions undertaken during the preparatory stage to the development of Zaporizhzhia’s Strategy. The second part of the publication presents the main stages of the strategic planning process in Zaporizhzhia. These stages are: formulating the vision for future development and the mission of Zaporizhzhia oblast, performing analysis of the potential of Zaporizhzhia oblast using SWOT analysis methodology; selecting strategic priorities for the oblast’s development for the period until 2015; and preparing the text of the Strategy. The third part of the publication describes the models for strategic plan implementation and monitoring. This report will be shared with stakeholders in other regions of Ukraine as a part of the RGD project's outreach and dissemination strategy.

The Regional Governance and Development (RGD) Project is a seven-year initiative that promotes regional economic development (RED) in Ukraine. RGD’s current efforts focus on working with its Ukrainian partners to establish a practical in-service training program on RED for some 600 civil servants from 13 oblasts across Ukraine.
