Mechanism for Establishing and Developing Public Private Partnerships in Ukraine and Worldwide (2008)

The objective of this report is to provide practical and timely advice on how to create a positive environment for P3s in Ukraine, while at the same time outlining how the government can maintain a reasonable standard of integrity and accountability to both itself and the public. In this regard, the report examines the experiences of several of the leading jurisdictions from Canada, the EU, the UK and Australia, who have been actively implementing P3 projects. This includes key factors that are seen as necessary to successfully implement P3s, together with an outline of the P3s models most commonly deployed. Case studies are provided to illustrate how these models are implemented.
Following the inter-jurisdictional research, the report puts forth a logical and rational generic evaluation process that Ukrainian authorities should follow as they modify their policies and institutions to become more “P3-friendly.” The report also examines the current P3 environment in Ukraine, and what needs to be strengthened or enacted in order to create favourable conditions that would attract P3 investment. This includes a discussion of the major barriers that currently restrict the growth of P3s in Ukraine.
