Monitoring and Evaluation of Strategies and Programs for Regional Development in Ukraine (2007)

Authors: Bohdan Wynnyckyi (Canada), Myroslava Lendel (Ukraine), Justyna Ratajczak (Poland)

Modern approaches to monitoring and evaluation (M&E) of public programs are both a novel idea and a necessary management practice for Ukrainian national and regional governments to consider. Not only does the State Strategy for Regional Development (2006) require the implementation of a modern system for M&E, it is also necessary step for Ukraine in the context of its expressed desire for greater Euro-integration. This publication provides an overview of the status of M&E in Ukraine as well as best international practices (Canada and Poland). It provides practical recommendations for national and regional governments of Ukraine on institutional and instrumental changes that will improve the monitoring and evaluation of regional development strategies and related programs.
