Strategic Planning and Implementation for Regional Development Handbook (2008)

The objective of this handbook is to introduce a step-by-step process of strategic planning for regional development, which is based on Canadian approaches to strategic planning. The report takes into consideration the current institutional context and peculiarities of strategic planning for territorial development in Ukraine. Results of the survey on “Strategic planning for regional development: challenges and achievements,” conducted by the Canada-Ukraine partnership project for Regional Governance and Development in all of the regions of Ukraine, was used while preparing the report. Within each stage of the strategic planning process, step-by-step progression for each stage is outlined.
The annexes of this report serve as a source of useful information to assist regional working groups in conducting strategic planning and implementation in the Ukrainian context. Among other things, the annexes provide a glossary of important terms in strategic planning and public engagement, and a model agreement, “Central-regional government,” for joint regional development activity.
