Terms of Reference – Ukrainian Project Assistant

The Regional Governance and Development (RGD) Project is a five-year (2005-2010) cooperation project of the Canadian Urban Institute (CUI) (www.canurb.com). CUI is an independent, non-profit, non-governmental organization based in Toronto, Canada with a mandate to enhance quality of life, policymaking, governance and management of urban areas and urban hinterlands in Canada and internationally. The RGD Project is supported by funding from Canadian International Development Agency (www.acdi-cida.gc.ca).

The RGD Project is designed to promote civic engagement in regional governance, providing opportunities for citizens and communities to shape their common future and to put their region on the path towards sustainable development. The project will work at several levels. It will help strengthen regional development policy in the country by providing advice to the Ministry of Economy and sharing know-how from other jurisdictions in Europe and North America. It will support two pilot oblasts -- Zaporizhzhia and Zakarpattya -- to launch participatory processes that give a voice to civil society in regional planning and decision-making. And it will promote open, accountable and effective government institutions at the regional level, responsive to the needs of citizens and working strategically towards its developmental goals. The experiences in the two pilot oblasts are intended to foster model approaches to good governance in Ukraine that can inform the country’s policy and practice into the future.

Overview

Based in Kyiv, the RGD’s Ukrainian Project Assistant will provide logistics and financial administrative support under the guidance of the Ukrainian Project Manager and in close cooperation with the Project Accountant provided by the National Association of Regional Development Agencies, and the Project Coordinator. The successful candidate will have experience in project administration and financial administration as well as an interest in regional governance and development issues. She/he will have excellent inter-personal and organizational skills, an ability to prepare budgets and financial reports, knowledge of Ukrainian bookkeeping systems, and excellent spoken and written communication skills (including an ability to prepare reports).


Responsibilities
- Maintain accurate, accessible, and up-to-date financial record-keeping systems for the project (electronic and paper).
- Prepare monthly financial transactions, project account transfers, payroll, payment of experts, and payment of expenses for processing by the NARDA Accountant.
- Work with the NARDA Accountant to handle, balance and process all project account transfers, and to reconcile project accounts
- Coordinate the debit card account and report and prepare requisitions for per-diem claims and related expenditures.
- Assist in the preparation of budgets.
- Provide administrative support to project activities based in Kyiv, such as forums, meetings, workshops, training programs and seminars, and to learning exchanges, such as study tours, research missions, internships, and professional placements.
- Provide logistical support and travel arrangements for consultants from Canada, Ukraine, and third countries as well as for management missions by project staff.
- Format and edit project reports, studies, training materials, technical reports, and other deliverables
- Prepare minutes and/or summaries of key meetings, workshops and forums
- Prepare routine correspondence and schedule and arrange meetings.
- Provide telephone reception with a customer service orientation.
- Provide translation (written and oral) as needed.
- Kyiv project office management.


Requirements and Qualifications
Demonstrated relevant experience related to:
- financial management of projects (experience in coordinating the finances of international cooperation and/or technical assistance programs an asset),
- project administration, and
- financial reporting.
- Knowledge of Ukrainian bookkeeping systems, payroll tax withholding and remittance requirements, and all other statutory financial and reporting obligations.

Any of the following:
- university degree related to financial administration with solid work experience in governance and development issues, or
- university degree related to governance and development, such as public administration, planning, political science, economics, geography, or other social sciences, with solid work experience in financial administration/management, or
- a demonstrated interest in project-related topics with solid work experience in governance and development issues and in financial administration/management.

- Excellent inter-personal and organizational skills, with an ability to manage multiple projects, objectives and tasks.
- Fluency in both English and Ukrainian (comprehension, written, and spoken). Russian language skills an asset.
- A demonstrated ability to write concise and well-structured reports.
- A results orientation with a capability to bring tasks and written reports to completion under tight deadlines.
- Sound judgment, resourcefulness, ability to take initiative, capacity to work in a self-directed manner and multi-cultural environment, and ability to work in a team-based, participatory work environment.
- A desire to work at high professional and ethical standards.
- Excellent PC user skills: MS Windows, MS Office, MS Internet Explorer and web-based applications.
